I've only seen 3 groups of haulers working on the pyramid too Maybe its some sort of limit? (I had 24 laborers with 2 overseers I usually have 12 laborers per 1 overseer No reason other than it seemed reasonable "May musicians compose songs to you and your name be carved on every public space "
