Turn off the angle stops which are connected to that faucet and open a hose bib outside to release water pressure before removing a faucet cartridge How is opening a hose bibb outside going to release pressure on the faucet cartridge?

Delta 17 Multichoice Disassembly I need to take apart a Delta 17 Multichoice shower control, and from the videos I have seen the first step after turning off the water is to pull of the front cap I have played with it as much as I can but it won't come off I don't want to end up breaking it, but am I missing something?
- Can a converted Delta 1500 series from 96 accept new Delta 17T unit?
I have a Delta 1500 series shower unit from 1996 About 4 years ago the cartridge went and Delta sent me the 1500 to 1700 conversion kit for free, RP29405 Being that this unit is now converted can I replace it with a new 17T series Delta kit without changing the rough in valve? Thanks

Details: In attempting to repair a bathroom faucet, I have purchased a package, pretty standard, that contains 2 of each: a cylindrical spring, a kinda conical spring with a smaller diameter at one end than the other, and a cylindrical rubber seat with inner diameter of one end smaller than the other end

After putting the handles back on, turned the valves back on, turned on the faucets, the water is barely a trickle on both faucets Anyone have any idea why All I can find on Delta is about leaking faucets, nothing on faucets that don't flow
