Hello Everyone , I faced this problem when I trying to transfer from my old iPhone to the new one when transfer ask you for your iCloud ID for all installed APP , and give you this 163 com ID , that mean you install APP by this ID , so check your all old APP , and check if you installed any APP by PC like VPN app and Cracked APP , remove all this APP and try to transfer again will solved
