30c is plenty cool for a CPU, if anything most CPU's hover between 35-50 at idle What CPU do you have? You can drop it down to 70% at idle and create a fan curve to rise to 100 the closer it gets to max temp

I was downloadin ggames on steam and watching some youtube videos and realised my cpu was at 80c I need to put on new thermal paste but should they really be that high? I locked the download to 456kb s and the temps went down to 55c?? I never thought downloading was such a stress on the cpu

Those temps are fine Liquid cooling generally doesn't provide much, if any better temperatures than with a good air cooler, but as long as you're staying below maybe 80c under typical usage, your CPU will likely outlast every other component in your system Throttle temperature is 105c for your CPU, and shutdown to prevent damage is at 130c
