I also tried the blueman-manager applet, there too scan would just run, finish, but not detect ANY devices, despite me having at least one pairable device activated (and a lot more to be found in the neighbourhood)

If the controller is already connected then the pair command can be used without an arguments If the controller is not connected, the pair command can be given the address of a device with an active scan report and it will initiate the connection before pairing

The issue fixed in this release has to do with buggy Bluetooth controller firmware, that would send a completion event twice, making the kernel turn the scan into a passive scan, therefore not creating device found events

Did you do 'scan on' in bluetoothctl? Are your peripheral devices in discoverable mode? Is your adapter in BR EDR mode and not restricted to BLE? I updated my post @VincentAchard If I understand: your controller scans some devices (LG Stylus2, TVBluetooth) but not your Samsung headset What makes you think the problem comes from your laptop?
