If your file was named with F on linux, that would invoke pre-processing; the equivalent would occur with ifort if you add -fpp option (or, on linux, if you retained the F)

Thanks Elroy! I've found the solution! For those who has a problem like me, you need to start a "Certificate Propagation" services from Control Panel Start->search for "services msc"->find service called "Certificate Propagation"->start the service cheers!
