Plutarch is old Capitol money In Ballad, the hall where they watch the reapings is Heavensbee Hall, and one of the students is a Heavensbee So Plutarch would have grown up in the Capitol with all the luxuries money can buy, which I think makes his rebellion even better imo

Plutarch Heavensbee has been, for several years, part of an undercover group aiming to overthrow the Capitol for several years, part of an undercover group Which means Katniss and Peeta weren't the direct influence for overthrowing Snow, just the triggering catalyst
