1- It has the electric fan and it works However; 2- on the water pump, there is an empty threaded part the service manual calls: "water pump hub shaft" that I know is for the mechanical viscous Fan Clutch to mount to, and there is no mechanical Fan Clutch with any mechanical Fan attached to it

It's a pretty easy swap since all you have to do is thread it onto the water pump The last one I done I removed the electric fan from the shroud since I couldn't get it to work at all but most of the time I run the electric fan and the mechanical fan I did end up going with the GM fan

The general consensus is the stock electric only setup found in '99-'00 4 7's without the factory tow package leaves much to be desired, however most of that is due to the PWM fan relay used in that setup
