Expand Yup People in the port area not even associated with cruise ships would be getting billed for Cellular at Sea from all carriers, not just ATT, it the ship cell tower happened to be stronger than their local tower Our personal solution is that we have phone plans that don't work in foreign countries at all No such thing as a roaming
