There are multiple kinds of Blindsight - based on hearing, based on smell, or based on no explanation given, and the Fighting Style version, which I think you're asking about since you assumed a 10' range, is blocked by total cover, even though this is not normally a Blindsight rule

There are a number of monsters in the game with Blindsight and no vision; this includes things like the Giant Bat whose Echolocation specifies that its blindsight relies on hearing (nothing to do with vision) and or smell like the Grimlock I see no reason why any monster couldn't be blinded but it wouldn't necessarily affect its Blindsight per se

Blindsight is a massive powerup, lets you ignore invisibility, lets you sense all sorts of things normal PCs cant Being blind is a massive handicap, making you unable to do lots of things PCs normally should

I would just like to point out that a "blind" character with blindsight is better at perceiving their surroundings than a character with normal vision out to the range of that blindsight Couple that with the fact that the effective range of vision is likely limited: from the top of a mountain a person can see pretty far, but inside a closet
