The CHCO Council creates working groups to address emerging needs and are oriented towards tactical solutions CHCO Council members, Deputy CHCOs, OPM leaders and or designees may lead or participate in any of the working groups

The CHCO Council generally hosts meetings with its members typically for two hours on the third Tuesday of every month Each year the CHCO Council holds a Fall Forum for members as well as an Annual Public meeting typically in December

The CHCO Council (Council) was formally established by the Chief Human Capital Officers Act of 2002 (Act), which was enacted as part of the Homeland Security Act, Public Law 107-296, on November 25, 2002
