If you mean the character's culture, then battanians Empire has extra bonus to having a cultural alliance with 3x as many towns so easier to govern your fiefs as you are most likely to receive fiefs in an empire anyway The forest speed debuff reduction is the best bonus though Too bad Sturgians lost this just for snow instead of forests
