To avoid having Windows put anything on the broken display, I went to setup and disabled display 2 So then I had display 1 (laptop screen) and display 3, configured as display 2 Then I got a replacement for the Philips 2-monitor hardware that I was using, but Windows still had the configuration where display 2 is disabled

Updating the BIOS certain Drivers, though none that are related to display or output In the normal Display settings it simply shows the other external monitors but are a different faded grey, im assuming to show they arent active Cant access refresh rate or alter they display configs hope this helps solve it Thanks again
