AG, As you can tell from the many replies to your question, that carrying in a fanny pack, backpack, other container is a hotly debated issue in IL I don't see that you mention where in IL you will be located In some parts of the state carrying unloaded, enclosed in just about any kind of case, and with a valid FOID card is quite acceptable

The Ka-Bar TDI Fanny Pack has very small tabs that you would have to run a cord through or something to make them quick release tabs, and even so, a cord wouldn’t stick straight up the way the quick release tabs on the 5 11 Carry Pouch do
