It's because Furina gets a ridiculous amount of DMG% from many sources already (for example, her own Fanfare points) This means that an incremental Hydro goblet doesn't increase her DPS as much as someone without DMG% buffs (think Alhaitham), and instead HP becomes comparatively more valuable due to her inherently high HP scalings
