The Hap program is great my friends and I have had many great hunts on HAP lands like hunting State lands, you have to put in your time doing some scouting and talking to locals like others said you may have to walk a few parcels to find the right spot for you

Well, we hit a few HAP locations today for 3+ hrs Managed to flush a few but that's it Had a nice talk with one of the land owners, he was happy to see hunters out and enjoying themselves We always appreciate their support
