Is it good bad design using HRSP for redundancy on the WAN I've seen HRSP being used on 2 internet routers for IPSEC VPN's, but never for setting up BGP (1 BGP session to the VIP of HSRP)

You must verify if there is a communication between DSW devices (HSRP packets) If both devices are "HSRP active" for a vlan or the traffic of PCs have to pass for a Blocled port, then, the STP is the issue and you must elect another election of Port Roles to avoid the block of HSRP packets or traffic of PCs
