YouTube itself officially supports it now, you just have to find HDR content I'm not 100% sure if this means it works on the PS4 right now but I don't see why not, and if not it shouldn't be long

YouTube does not support HDR on PS4 Pro and I am not sure it ever will since it requires VP9 Profile2 hardware decoding, which PS4 Pro may not (or may?) have PS4 Pro is confirmed to support VP9, which is required for YouTube’s 4K, but that is not enough for YouTube’s HDR
