I'm using Irfanview 64 on Windows 10 1903 got the black screen issue that the OP and others mentioned Irfanview is properly associated as the default app top open heic pics I managed to view them after installing CopyTrans HEIC for Windows While installing this codec, it offers to uninstall the HEIF codec app that windows came with
