A javelin may be a large projectile, but a bow (even a short bow) is a force multiplier The javelin probably won't penetrate as deep as the arrow, and the target has more time to react and avoid being hit in vital areas Same reason, just less extreme, that shooting someone with a gun is more dangerous than throwing a bowling ball at them
