I suppose the layman's uneducated question would be how does "fleeing from" still constituted a " threat" I believe we all acknowledge the to need for police to have the authority to pursue If the non police victim pursued his attacker is he not now in the wrong being the threat?

In my layman reading of the law regarding UUW, I would say that unloaded in a case is okay, because it is an exemption of 24-1 (a) (4) and that is the subsection that must be violated in order to incur the penalties discussed regarding schools
