LDP is not mandatoey for RSVP-TE tunnel For RSVP-TE tunnel RSVP is mandatory :-) But LDP is mandatory let's say for "usual" MPLS operation So, the topmost label is LDP, the next one is RSVP and the bottommost is MPLS VPN label in your case If you disable RSVP then traffic will be routed usual normal LDP LSP that is build on top routing table
