Yeah, those are defined in backup xml as well as agency xml in your GTA V\LSPDFR\data folder In backup xml you define the agency that responds for each region or zone, and in agency xml you define the vehicles and peds for each agency By default it's set to have state patrol be the same across the whole map (except NY i think), and have LSSD (ie sheriff and sheriff2) respond as local backup
