Yes, merit is all about enticing students to choose the school over other acceptances, and for OOS students more merit is required to offset the costs However I do see in state students disappointed about this every year in the Pitt threads

This is a decrease of about 15K per year right now (previously half tuition) Because the amount is now a flat rate, it will also become less valuable as tuition increases (the scholarship used to scale with tuition) Appears to have been updated December 19th 2024-25 Year: 20K year 2023-24 Year: 34,952 year + 3K year (university scholarship) It’s unclear whether the 3K university

- Should I fill out CSS? - College Confidential Forums
We will not qualify for need-based aid I cannot find any useful information about whether to submit the CSS for merit aid at private LACs DD applied ED1 to Swarthmore and I have no idea if filling out CSS is useful or not
