Finally I got to just two remaining subfolders in the ~mods folder- MagicLoader and NaturalBodies' paks Flipped a coin, deleted NaturalBodies, and voila- I could travel back into the Market District I then re-added every pak mod EXCEPT NaturalBodies, and lo and behold, I can once again fast travel into the Market District
