It seems to open the a PDF directly in the browser from OneDrive's web interface is (for whatever reason) only part of the Business plans, not the personal ones I checked with a friend, in OneDrive for businesses there is an option to open PDFs in the browser, like there is one with word documents I guess we just have to live with that
