The Capital One 360 account is the one with absolutely zero fees It is opened and maintained online, I do not believe you can get this account at an actual Capital One branch

When I travel in Europe I use a Capital One Debit Card that is tied to my Capital One 360 checking account Normally I have all of my money in the Capital One money market interest earning savings account When I am ready to travel I transfer funds from the savings to the 360 checking account to make them available to the debit card

My Capital One debit card no longer refunds ATM fees domestic or international So now I only use it for Pay pal or similar I ended up getting an account with Charles Schwab to get ATM fees refunded internationally and no exchange fees In Mexico use a bank ATM at the resort hotel you are staying at or a trusted bank ATM like Santander if in a town city We once used a Mexican bank ATM

The search screen on Capital One's website includes the Allpoint logo, and yet I couldn't get search results for within the UK If you don't have the Capital One card yet, I would question them about their network availability If you bank somewhere else, your bank might very well belong to an international ATM network as does mine

I used my Capital One debit card for bank ATM cash withdrawals all over the UK and France last fall and did not have any fees assessed I specifically got the Cap One debit card because my "regular" bank at home was going to charge me out of network fees plus 3% foreign transaction fees They are a good bank for at home, not for foreign travel
