I would remove whats possible with a chainsaw and use that for firewood, etc That stump will burn for days Ive burned small 12-15" stumps and they smolder for days Yours being loose from the soil may help, but root wood is very dense You may just want to get it hauled off if you cant supervise it burning

The roots were at surface or above ground level Nothing would grow in that area beneath the canopy close to the roots Even if something were planted and were miraculously to survive, that growth might interfere with your maple's moisture intake and affect that tree's long term survivability
