This project references NuGet package (s) that are missing on this computer I have the two options checked that allow nuget to automatically download and install missing packages checked turned ON I have also tried deleting all of the files in the packages folder and then have nuget re-download them

It's not ideal, but if you use Sysinternals' Process Explorer you can go to specific processes' properties and look at the TCP tab to see if they're using the port you're interested in It is a bit of a needle and haystack thing, but maybe it'll help someone
