長者咭是社會福利署（社署）為長者提供一個普遍獲得承認的年齡證明，以方便他們享用政府部門、公共運輸機構及商號為長者提供的優惠票價、折扣和優先服務。 年滿 65歲（以生日當天計算）或以上 的香港居民，均符合申請資格。 快將年滿65歲的申請人，可在年滿65歲前的60天內，以郵寄方式預先遞交申請。 辦事處會將申請表及有關文件保存，直至申請人滿65歲的2個工作天前，寄出長者咭。 申請表格可於 社署網頁 下載，或到 長者咭辦事處 、各區福利辦事處、社會保障辦事處、各區綜合家庭服務中心、民政事務處諮詢服務中心、各區長者地區中心及長者鄰舍中心索取。 香港智能身份證（郵寄申請需附上副本）。 長者咭不設有效期，無須按年更換。
