I’ve never needed Smartnet to download software images for switches we owned I’d recommend against Smartnet for the access layer since those issues are easy to resolve and it comes with a replacement warranty if it ever just breaks

I’m pretty sure Catalyst IOS images are available without SmartNet with the exception of some EMI images on multilayer switches I have never needed SmartNet to update 2960, 2960X, 3560, 3750, and such as long as I was fine with the Standard Universal Image I’m going to guess that Nexus NX-OS images require SmartNet though

Here is another thing to think about What are you getting smartnet for? Is if for TAC assistance? Is it for software upgrades or being able to RMA hardware in a short amount of time? I have seen some that would rather buy spare hardware than pay annual smartnet contracts I thought it was an interesting approach
