Smash is the same way, it isn't "hey this is an old character" it's "hey look, this character that was a beep boop sprite is in 3D now!" Third party characters never expressly fill this role because they've already been depicted in 3D (unless we get like, an indie or something)

For Smash 4, most of the newcomers were characters that had a game released between the release of Brawl and Smash 4 Robin, Palutena, Little Mac, Greninja, Rosalina, Wii Fit Trainer, etc Shulk is included with this bunch Same thing happened with Ultimate Nintendo always goes for recent characters as DLC to promote their newest games

Ultimate seems to internally treat the returning Veterans that weren't in Smash 4 as part of the newcomers This was a Spirit Event made for Ultimate's fifth anniversary Look who's among the base roster newcomers If we consider those veterans as new characters, Ultimate got 13 unique

If Smash 6 cuts characters, that probably means that a bunch of the veterans will probably end up as DLC Then there's also the posibility of them diping on already represented series as DLC, like they did with Fire Emblem, Final Fantasy and Xenoblade in Ultimate DLC

But even still - the Smash team effectively had to develop two games at the same time during Smash 4, and managed 15 unique characters Brawl developed the entirety of Subspace Emmisary, and still added 18 new characters
