The Permit Center is located at 3031 Torrance Boulevard New Permit Center Counter Hours Effective January 22, 2025: Monday, Tuesday, Thursday, and Friday, with alternating Friday closed 8:00 AM to 5:00 PM Wednesday Walk-in Counter Hours: 8:00 AM to 12:00 PM Closed: 12:00 PM – 5:00 PM **Starting November 24, 2025 through December 31, 2025:

The City of Torrance Public Works Department adopted a series of annual increases in refuse collection rates for the next five years beginning July 1, 2023 through June 30, 2028, for all Single-Family Residential, and some Multi-family, customers receiving City refuse collection service
