Another thing that is strange is that if I run rsop msc on the new 2008 server I do not see 'UserConfiguration-->Administrative Templates' (I see this on the 2003 Terminal Servers and we have group policy changes in this hive) What I do see is 'User Configuration-->Software Settings' 'User Configuration-->Windows Settings' which I also see on the 2003 Terminal Servers
