The correct answer is to REMOVE the English language keyboard and keep only the Hangul keyboard This way alt will always be one button press from Korean to English

You can also go into your windows settings and add a korean keyboard layout You can switch between that and english by using either the r-alt key to change the mode of the kr keyboard or win key+space to change back to your previous layout entirely

I found that switching to korean keyboard helped Remove the English keyboard The korean one allows you to press right alt to toggle between Hangul and latin letters This way you dont have to toggle with the korean and English keyboards Note: the korean keyboard on windows has English and Hangul built in
