The one in the Image Editor is "Untitled" and the one you have selected to paint on in the 3D Texture Editor is called "T_Lilith"LowerBo " If you want to paint in the Image Editor on the Untitled texture, you need to plug the Untitled texture into one of the Shader inputs like the Color input for example
