ATA velocity rules- what distance is the Chronograph? The ATA muzzle velocity rule is unenforceable because it 1) doesn't explicitly say how the testing must be accomplished, and 2) it doesn't reference a standard testing protocol such as SAAMI You can't "imply" that the testing must follow SAAMI because the rule book doesn't explicitly say so
