Should be 21 3 4 inches Use the trailer switch to run the outdrive all the way up If that test works you are OK Now if neither the trim nor trailer switch work, suspect the solenoid If trailer works but trim does not, it is probably your trim limit circuit Let us know how that works, and we should be able to get it fixed
