Dekuuna:Elcor Extraction : r masseffect - Reddit There's a problem that you can visit the planet before you meet the Elcor in the Embassies who gives the quest, since they unlock at the same time, and many people scan all new systems before going back to the Citadel for no reason So there's no context to find the guy if you scan first
