How do you rank define the top 50? - City-Data Forum An MSA or statistical area is just an area that has been designated on paper by blind statistics, and without regard to the cohesion of a region I tend to regard a metro area by its core city In the case of dual cores, I default to the larger more populous city (ie I just refer to the twin cities as just Minneapolis)
